Shapiro Signs Executive Orders Affecting Disability Policy in Pennsylvania

Governor Josh Shapiro has signed three executive orders that make changes to how Pennsylvania addresses services, protections, and representation for residents with disabilities and autism.

The first order updates and replaces an earlier policy, reaffirming the state’s nondiscrimination protections for individuals with disabilities. It also establishes additional safeguards on how state agencies collect and manage personal data, limiting collection to what is necessary and requiring proper handling procedures.

The second order creates a new Governor’s Advisory Commission on People with Disabilities. The commission will include up to 30 appointed members and is tasked with recommending policy changes, coordinating with agencies, and providing information on programs and services available to individuals with disabilities and their families.

The third order reestablishes the Developmental Disabilities Council, allowing it to continue operating under federal requirements. The council will advise state leadership on issues affecting individuals with developmental disabilities and work on long-term planning and advocacy efforts.

All three executive orders took effect immediately.
