A 63-year-old Harborcreek man is facing multiple felony and misdemeanor charges after a severely injured dog was found bound and abandoned Tuesday afternoon.
According to the Pennsylvania State Police, troopers from the Erie Patrol Unit were dispatched around 4:40 p.m. March 3 to the 3700 block of Davison Road in Harborcreek Township for a report of a dog that had been found bleeding and with its paws secured by zip ties.
The dog was transported to the A.N.N.A. Shelter in Erie. Shelter officials said the dog arrived shortly before 5 p.m., soaked, shivering and in shock after being found abandoned under towels and a blanket. Staff reported the dog’s front legs were crossed and bound tightly with a zip tie that had cut off circulation. The back legs were also zip tied above the hock area, causing severe swelling. Shelter officials said the animal was suffering from extensive urine scalding and infection.
Shelter staff, under the direction of a veterinarian, sedated the dog, removed the zip ties and assessed her injuries before transferring her to a critical care veterinary specialist. The dog, identified by the shelter as “Mimi,” was later listed in critical but stable condition.
State police said an investigation led to the arrest of Roy King, 63, of Harborcreek. He has been charged with Torture and Aggravated Cruelty to Animals, both third-degree felonies, along with Cruelty to Animals and Neglect of Animals. King was remanded to the Erie County Prison pending preliminary arraignment.
Trooper Kylene Cotton is leading the investigation. Shelter officials credited cooperation between the public, shelter staff and state police for quickly identifying the suspect.
