Bill Introduced to Expand Emergency Assistance Options for Farmers

Legislation has been introduced in the Pennsylvania House of Representatives that would expand emergency funding options for farmers affected by unexpected market disruptions.

House Bill 2521 was introduced by Jake Banta following the reported termination of some 2026 grape contracts by beverage manufacturer Refresco.

According to the bill’s sponsor, more than 100 grape growers in the Erie Grape Belt region were affected by the contract changes. The legislation would allow Pennsylvania’s Agricultural Business Development Center to provide short-term financial assistance in response to a broader range of agricultural emergencies, including unforeseen market interruptions.

Supporters say the proposal is intended to help farmers secure alternative markets and manage financial challenges caused by sudden changes in the agricultural industry.

The bill has been introduced in the state House and will move through the legislative process for consideration.
