A proactive patrol led to the arrest of a wanted felon and the seizure of a firearm, controlled substances, and drug-related items, according to the Titusville Police Department.
On April 30, 2026, officers were patrolling the area of West Spruce Street and North 3rd Street when they observed a bicyclist traveling without a required rear reflector or light, a violation of Pennsylvania vehicle code. Officers initiated a traffic stop.
The operator was identified as Charles R. Stearns, 43, of Titusville. Police were aware Stearns had an active felony arrest warrant issued the same day by Judge Leach’s Office for possession with intent to deliver, which had been requested by the Titusville Police Department.
Stearns was taken into custody without incident.
During a search following the arrest, officers reported recovering a pistol, multiple controlled substances including heroin, methamphetamine, and fentanyl, along with a digital scale and a large sum of U.S. currency.
Authorities say Stearns faces multiple additional charges, including firearms offenses, possession with intent to deliver, possession of controlled substances, and possession of drug paraphernalia, along with a summary traffic violation related to bicycle equipment requirements.
He was transported to the Crawford County Jail and is being held pending arraignment.
