The Union City Borough Council met on July 7, approving a series of resolutions and updates during a session that touched on police activity, infrastructure funding, and updates to borough policies.
Police Chief David Pernice reported a significant increase in police activity for June, with 166 incidents recorded—up from 127 in June 2023 and 111 in 2024. He credited the rise to having a full-time team and proactive policing focused on drug enforcement and traffic stops. “We have a hell of a team right now,” Pernice said.
The department will host a Police Meet & Greet on July 15 at 6:00 p.m., giving residents a chance to connect with officers and learn more about department initiatives.
Council voted to amend Section 10.3 of the Employee Manual, allowing family members to be employed in the same department under specific conditions, subject to a case-by-case review. Following the change, Council retroactively approved the hiring of Parker Phillips as part-time summer help in the Public Works Department at $14 per hour.
A detailed discussion was held regarding the borough’s noise ordinance, with particular focus on enforcement hours and recurring complaints about ATVs, loud music, and barking dogs. Council agreed to continue reviewing proposed changes, with an emphasis on clarity and enforceability for common nuisance complaints.
Council reviewed the 2025 paving project, which has been completed at a total cost of $123,732.66. Funding sources include:
- $92,450.00 from Liquid Fuels
- $15,955.00 in County Aid
- $15,327.66 from the Borough’s General Fund
A resolution was passed authorizing the use of County Aid toward the project cost.
Council also approved signing agreements to receive CDBG funding for two upcoming infrastructure improvements: the Miles Street Sidewalk Project and the ADA Ramps Project.
Council opted not to accept any current applications submitted to the Erie County Land Bank for the 92 South Main Street property as the borough prefers the land be used for commercial or residential development.

- National Night Out will be held on Tuesday, August 5, from 6:00–8:00 p.m.
- The Erie County Association of Boroughs picnic and meeting is scheduled for July 16 at 6:30 p.m.
- Council will meet at an alternate location on July 15 due to a scheduling conflict with the usual venue.
- The Erie County Land Bank Summer Open House will take place Friday, July 25, from 11:00 a.m. to 3:00 p.m.
