HARRISBURG — Two new Pennsylvania laws will change how nonprofit organizations, clubs, fire companies and ambulance services with small games of chance licenses can collect money through fundraising activities.

Act 94 of 2026 allows small games of chance license holders to accept credit and debit cards, mobile payment services and other electronic payments for raffles. Previously, these organizations were limited to accepting cash or checks.

Act 93 of 2026 establishes a pilot program allowing fire companies to conduct two online raffles during the upcoming year.

The legislation also increases the aggregate prize limit for small games of chance from $35,000 per week to $60,000 per week.

Another change affects clubs that hold liquor licenses. Under the new laws, proceeds will be divided equally, with 50% designated for public interest purposes and 50% available for the club’s general operating expenses.

Act 93 took effect immediately, while Act 94 is scheduled to take effect in late December.

According to supporters, the legislation is intended to give eligible organizations additional options for collecting payments and conducting fundraising activities.
