Erie County Names Scott Coughenour as Human Services Director

ERIE, Pa. — Erie County Executive Christina Vogel has appointed Scott Coughenour as the county’s new director of the Department of Human Services.

Coughenour brings more than 21 years of experience with the department, most recently serving as director of the Erie County Office of Drug and Alcohol Abuse. During his career, he has worked in a variety of roles involving direct services, program operations, grant administration and human services management.

As director of the Office of Drug and Alcohol Abuse, Coughenour oversaw Erie County’s Single County Authority and worked with healthcare providers, community organizations, law enforcement and government agencies on prevention, treatment and recovery initiatives.

Coughenour succeeds longtime Human Services Director John DiMattio, who recently retired after decades of service with the county.
