The Pennsylvania Department of Transportation is making fill dirt available to property owners across its northwest region as crews prepare for the spring road maintenance season.
According to PennDOT, excess fill dirt generated from routine maintenance work—such as ditching, shoulder cutting, pipe replacement, and similar operations—can be provided at no cost to residents who request it. Availability will depend on proximity to active work sites and accessibility of the property. Some placement restrictions may apply.
To receive fill dirt, property owners must complete and sign a release form, known as Form M-666, and submit it to their county’s PennDOT maintenance office. The form must be on file before any material can be delivered and must be renewed annually, as it expires at the end of each calendar year.
In the northwest region, PennDOT maintenance offices are located in the following counties:
- Crawford County – Meadville
- Erie County – Waterford
- Forest County – Tionesta
- Mercer County – Mercer
- Venango County – Franklin
- Warren County – Warren
